The Malta Ship Registry is entering a new digital era. As of 1st June 2025, the Registry will begin issuing electronic certificates in line with international standards, marking a significant milestone in its commitment to administrative efficiency, environmental sustainability, and modernization of maritime operations.
This move aligns with the IMO Facilitation Committee’s guidelines (FAL.5/Circ.39/Rev.2), designed to ease the administrative burden of traditional paper-based documentation by encouraging global acceptance of digital certificates.
What You Need to Know
Electronic Certificates = Legal Originals
Certificates issued electronically by the Malta Ship Registry will hold the same legal validity as traditional hardcopies under the Merchant Shipping Act. All previously issued hardcopy certificates will remain valid until their expiration and must still be carried onboard.
Key Features of the New Digital Certificates
All electronic documents will adhere to international standards and include the following built-in safeguards:
- Compliance with format and content requirements of applicable conventions
- Tamper-proof technology
- A unique tracking number
- Real-time digital verification platform
- QR code and visible watermark verifying the issuing authority
These certificates will be issued as PDF files and sent to the designated email addresses provided during application. Instead of handwritten signatures, a QR code will authenticate each document, backed by the ISO/IEC 20248 DigSig standard.
Easy Verification – Online or Offline
- Online: Scan the QR code with any internet-enabled smartphone—no extra apps required.
- Offline: Use the DigSig Authenticator app for verification without an internet connection.
Compliance and Validity
Recognized Organizations (ROs) issuing certificates on behalf of the Malta Ship Registry are fully authorized to provide electronic versions. These will be accepted as valid under all international maritime instruments, with reference to MS Notice 139.
